Meet the ICN Team

David Wilkinson | ICN Board President
Dave has 44 years of experience in the behavioral health field. Dave retired as the Case Management Director for Central Behavioral Health 2024. Central Behavioral Health is the community behavioral health center for the Norristown and Abington regions of Montgomery County. Dave is the current board president of the Interagency Council of Norristown and is a board member of the National Association of Case Management. Also, Dave is a member of the College of Education & Human Services Advisory Board at Shippensburg University.

Sandy Sharma | ICN Board Vice President
Sandy is a finance and human resources professional with over 22 years of experience in the nonprofit sector in the Philadelphia region. She earned her MBA from Philadelphia University and currently serves as the Director of Finance and Human Resources at CADCOM.
In addition to her professional work, Sandy is actively involved in community leadership. She serves as a trustee for the Boyertown Community Library and as Vice President of the Montgomery County Women’s Commission.

Katie Barbato | ICN Board Secretary
Katie Barbato is a licensed social worker in Pennsylvania with over 20 years of community-based experience. She is passionate about helping clients discover their strengths and celebrating their successes. Katie and her dog, Wilson, work together as a therapy team, visiting seniors in the community. A singer and guitarist, Katie often incorporates the healing power of music into her sessions. She has worked as a music therapist in hospice and memory care, as well as a case manager in the greater Philadelphia area. She is currently completing supervision toward her LCSW.

Susan Edgren | ICN Board Treasurer
Susan Edgren is the Enrollment Specialist at Mercy Life of Pennsylvania. She has worked in the social work/human service field for most of her career advocating for senior adults, children, and the homeless. Susan earned a B.A. in Sociology from Susquehanna University and an Master’s Degree in Human Service Administration from Villanova University. Susan lives with her husband and one of her two daughters, two dogs and a cockatiel. She enjoys gardening, bird watching and leading her Girl Scout Troops.

Candy Nixon | ICN Coordinator
Candy graduated from Eastern University. Candy has a bachelor’s degree in Special, Elementary and Early Childhood Education along with a minor in Psychology and graduate work in Early Intervention Services and Ministerial Studies. She has over 40 years of family and professional experience in disability and church ministry.
Candy also served for seven years as the Pastor to Children and their families at Immanuel Church building an inclusive environment where everyone was welcomed. Candy facilitates several support groups for Moms and Parents through her local church. Her vision is to provide a safe place for parents of children or adults with special needs to share their pain, loss, frustrations, joy, successes, and to find hope & encouragement. Candy also worked at Joni and Friends for eight years. During that time, The Irresistible Book series was created, a free resource to help communities embrace individuals with disabilities (12 titles). Candy was the contributing author in the Doing Life Together book. On a lovely day you can find Candy out gardening, walking with their rescue dogs or reading.

Melanie Weitzenkorn | ICN Social Media & Web Consultant
Melanie, from BeauMonde Originals is ICN’s social media manager and website update guru. She is also a wedding and portrait photographer, with a BFA in Photography from the Massachusetts College of Art and Design. She’s been photographing professionally and managing online content for 8 years. Her favorite thing in the world is enjoying nice warm weather, and she always strives to find the beauty in things. She loves working from home so she can also spend time with her kids and cats.

Angela Bell
Angela S. Bell, Esquire received her Bachelor of Arts degree from Kent State University in 1989 and her Juris Doctorate degree from Duquesne University School of Law in 1992. She began her legal career as a public interest attorney with Lehigh Valley Legal Services, providing legal services to low-income families. Ms. Bell is currently employed as an Assistant District Attorney with the Montgomery County District Attorney’s Office. ADA Bell is the Director of the District Attorney’s Youth Aid Panel Juvenile Diversion program.

Kelly Parks
Kelly has been with Mercy Life for over five years. She most recently was promoted to Sales and Enrollment Manager of Mercy LIFE in Norristown. Mercy LIFE helps coordinate medical and social services for Seniors 55 and older. Kelly earned B.S from West Virginia University and developed an interest in the healthcare field several years ago while working in the areas of underserved communities. She has always demonstrated throughout her career to be a person of integrity, compassion, goal-oriented, superb communication & listening skills, and striving for excellence in HELPING all of her clients win. Kelly enjoys spending time with her family and two dogs.

Sunanda Charles
Sunanda Charles is the Executive Director of the Norristown Hospitality Center. She is a strategic thinker, fundraiser and visionary with grassroots organizing orientation and drive to scale an organization. Sunanda has successfully built capacity at the Norristown Hospitality Center over the last 9 years, improving it’s infrastructure and growing it’s programs and impact. Deeply committed to issues of Equity and Justice Sunanda invests in the social sector through her work at the hospitality Center, her involvement in the Rotary Club and other Boards. She lives with her husband and two children in the suburbs and enjoys road trips with her family.

Carla Clanagan
Carla is currently the County Program Director for Share Food Program. In this role her focus is on Food Justice. She is responsible for a network of Pantrys receiving both government foods and donations. She obtained her Nursing Degree in 1994. She has 20 plus years in the healthcare industry and the last 15 years as a human service professional. She is a strong advocate and mentor for survivors of violence (domestic violence and sex trafficking). Carla is the Executive Director of the Montgomery County Anti-trafficking Coalition, a Laurel House board member and serves on the Cabrini College Domestic Violence Advisory Board. When she’s not working she enjoys spending time with her family, preferably at a warm southern beach, and if she can’t get to the beach, you can likely find her warming up with a blanket and a good book.

Rita Cupingood
Rita Cupingood’s been involved with ICN for over thirty years and has served the Board as Vice President, Treasurer and Member at Large. She is the retired first Executive Director of the Norristown Family Center established in 1993 as a collaborative, preventative venture to strengthen young families through education (Parents as Teachers model), health, social support, and economic advancement. Rita has also promoted Breast Cancer Awareness as an independent contractor for the MC Health Department and Community Connector for Living Beyond Breast Cancer.

Tessi Ruiz
Tessi Ruiz, Program Coordinator for Children’s Hospital of Philadelphia’s (CHOP) Office of Community Impact, leads efforts to strengthen community engagement, employee volunteerism, and the visibility of CHOP’s community impact. Her focus is building alignment across departments to foster collaboration, expanding program reach to address priority health needs, and equipping employees with tools and opportunities to connect their roles to CHOP’s community mission.
She oversees the Employee Engagement and Volunteering Program, providing meaningful opportunities for staff to give back. In addition, Tessi supports CHOP’s Community Benefit initiatives by advancing the integration of Community Health Needs Assessment (CHNA) priorities, leveraging benchmarking data, and increasing public visibility of CHOP’s partnerships and impact.
